Terms of Service
The rules for using Peercel: the platform's role, sender and traveller obligations, payment, disputes and termination.

These terms govern the use of the Peercel mobile application, the www.peercel.com website and all related services, published by NIDEN IT SAS.
By creating an account you accept these terms. If you do not accept them, do not use the service.
Purpose of the service
Peercel is a matching platform. It allows someone with a parcel to send (the "sender") to get in touch with someone already making a trip and with spare luggage capacity (the "traveller"), and it frames the transaction between them.
Peercel is not a carrier, a freight forwarder or a bailee of parcels. Transport is carried out by the traveller, under their own responsibility, as part of a journey they are making anyway. Peercel never takes possession of a parcel.
Eligibility
To use Peercel you must:
- be a natural person aged at least 18, or a duly incorporated legal entity acting through an authorised representative;
- have the legal capacity to enter into a contract;
- provide accurate information when registering and keep it up to date;
- pass identity verification where it is required — in particular before carrying a parcel, above certain amounts, and before any withdrawal of funds.
An account is strictly personal. You are responsible for keeping your credentials confidential and for all activity carried out from your account.
Publishing a parcel or a trip
The sender describes the parcel accurately: nature of the contents, weight, dimensions, photos, departure and arrival cities, date window. A deliberately inaccurate description is a serious breach of these terms.
The traveller describes their journey, their dates and the capacity they make available. Publishing a trip does not commit them to accepting any particular request.
Publishing a listing is free. A listing may be withdrawn as long as no match has been confirmed.
Price, payment and escrow
The price of a delivery is freely negotiated between sender and traveller, guided by an indicative price calculated per corridor and weight bracket. An offer may not be lower than half that indicative price.
When both parties agree:
- the sender pays the agreed amount, by card, bank transfer or mobile money depending on their country;
- the funds are held in escrow by Peercel: they are neither paid to the traveller nor returned to the sender until delivery is confirmed;
- once delivery is confirmed, the amount is released to the traveller's balance, less Peercel's service fee, whose amount is shown before acceptance;
- the traveller withdraws the funds by mobile money or bank transfer, depending on what is available in their country.
Peercel is remunerated exclusively through this service fee. Any payment made outside the platform falls outside escrow and leaves both parties without recourse. Soliciting payment outside the platform is grounds for suspension.
Pick-up, transport and delivery
The parcel is handed over in person. Each handover is confirmed by a single-use code: the pick-up code is held by the traveller and entered by the sender; the delivery code is held by the recipient and entered by the traveller. No handover can be declared without the other party's code.
The traveller must inspect the contents of the parcel before accepting it. By accepting a parcel, they become responsible for it throughout the journey, including towards the customs authorities of the destination country. They may refuse a parcel whose contents do not match the description, without penalty.
Pick-up must take place before departure. The traveller updates the delivery status until handover.
Prohibited contents
It is prohibited to entrust to a traveller, and for a traveller to accept:
- narcotics, psychotropic substances, or prescription medicines not accompanied by the corresponding prescription;
- weapons, ammunition, explosives, flammable, corrosive or radioactive materials;
- cash, bearer instruments, precious metals or undeclared valuables;
- live animals, perishables without suitable packaging, human remains;
- counterfeit goods, stolen goods, or any item whose circulation is prohibited in the country of departure or destination;
- any item whose import requires an authorisation the sender does not hold.
The sender warrants that the contents entrusted are lawful and bears the consequences of any inaccurate declaration, including any resulting fines, duties and proceedings.
Cancellation and refunds
Before pick-up, either party may cancel the match. The consequences depend on when the cancellation occurs and which party initiates it; they are shown in the app before confirmation. Late and repeated cancellation lowers your trust level.
After pick-up, cancellation is no longer possible: the parcel must be delivered to the recipient or returned to the sender, the return being recorded in the app in the same way as a delivery.
Where a refund is due, it is made to the original payment method, within the timeframes of the payment provider concerned.
Ratings and trust levels
After each delivery, both parties may rate each other. Ratings, delivery history and cancellation rate feed a trust level visible to other users.
An abusive, defamatory comment, or one unrelated to the delivery concerned, may be removed. Ratings may not be negotiated or traded between the parties.
Disputes
Where a parcel is not handed over, is damaged, or is significantly delayed, either party may open a dispute from the delivery concerned. Escrowed funds remain frozen during the review.
The Peercel team reviews the case based on the evidence provided by both parties and decides on a full refund, a partial refund, or release of the funds. This decision is a platform management measure; it does not deprive either party of their right to bring legal proceedings.
Suspension and termination
You may delete your account at any time, from the app or from the Delete my account page.
Peercel may suspend or close an account in the event of a serious breach: false identity declaration, prohibited contents, attempted payment outside the platform, fraud, or abusive behaviour towards another user or towards our team. Ongoing operations are settled before closure, and funds legitimately owed are paid out.
Intellectual property
The Peercel trade mark, logo, interface, texts and the code of the app and website are protected. You are granted a personal, non-exclusive right to use the service, to the exclusion of any other right. Content you publish remains yours; you grant Peercel the right to display it as part of the service.
Liability
Peercel owes a duty of best efforts regarding the operation of the platform. It is not responsible for the performance of the transport itself, which is the traveller's responsibility, nor for the contents of parcels, which are the sender's.
Nothing in these terms excludes Peercel's liability for gross negligence or wilful misconduct, nor any rights granted to consumers by law.
Governing law and dispute resolution
These terms are governed by French law.
In the event of a dispute with Peercel, first send a complaint to contact@send.peercel.com. Failing an amicable solution within two months, a consumer resident in the European Union may refer the matter free of charge to a consumer ombudsman. Failing agreement, the competent courts are those of the registered office of NIDEN IT SAS, subject to the mandatory rules protecting consumers.
Changes to these terms
Peercel may amend these terms. Any substantial change is announced in the application before it takes effect. Continuing to use the service after that date constitutes acceptance.
